It’s never been a secret that the Fargo Diversion folks used creative accounting to justify their project to Congress.
They couldn’t get a good enough benefit/cost ratio to have any hope of getting funded, so, they threw out half a century of Fargo’s river history to get enough wet springs to say the $2 billion dollar dam and diversion is justified.
They cooked the books.
This leads to a simple recipe for Diversion Stew:
– Spring floods
– Natural flood plain
– Inflated flood damage
– Corps of Engineers
– Local engineering companies
– Professors of Soothsaying
– Large pieces of pork
Cook in a large kettle, keeping the water hot at all times:
First add the Corps of Engineers, then bring to a fast boil with expectations of catastrophic flooding. Sprinkle constantly with engineering figures. When taste turns sour, call in professors with a crystal ball to forecast future weather.
Use cover of Corps of Engineers to reduce escaping details as needed. Maintain water at a high boil with inflated flood fears and throw in a dash of “loss of life” calculation.
Keep local engineering companies engaged with large chunks of pork. Add thousands of acres of natural flood plain for developers. Cook the mix constantly with Chamber of Commerce involvement until greed and fear replaces rational thought.
Serve over billions of taxpayer green.
