Zaleski fails to note that the issues MN has with the project were noted in the early Corps documents before the Upstream groups became really involved. The MN state law determined what process is used to evaluate the FM Diversion. The MN state law can not be adjudicated by a discussion between governors. Zaleski knows this and it looks like he is vying for a PR medal from the chamber. TR
