Initial wind-wave report on the Oxbow Hickson Bakke (OHB) Levee. The proposed ring-dike/levee is a result of Fargo growth plans and encroachment into the last natural flood plain adjacent to the city displacing more than 150,000 acre feet of water to foster development of normally flood prone flood plain land.
