Dennis Walaker: We expressed support for the CapX2020 project subject to two comments. It appears that the corridor and proposed route have been moved farther to the south and also have been reduced in width so that they are well below the proposed diversion channel for the Metro Flood Project. As a result, we feel comfortable withdrawing that comment from our June 2011 letter.

The City of Fargo would prefer that the entire corridor be placed outside the Locally Preferred Plan of the diversion project; we prefer that such land not be consumed by the easements, with their restrictions on development, acquired by CapX and that development of that land not be impaired by the presence of the CapX structures.

Defending Richland and Wilkin counties June 21st, 2012

After successful prodding by the Fargo Mayor, voters approved an extension of a half-cent sales tax in Fargo. That means Fargo residents will only have to pay 60 percent of additional financing for the dam and ditch. But that will not be enough money. The diversion finance committee is now saying – after the election – they need the Water Resource District to levy special assessments. Good timing.

As residents of Cass and Richland County, North Dakota, we are expected to pay the cost of a plan that benefits only the future growth of Fargo, North Dakota. Even if there was a risk of a huge flood there are several alternatives to protect Moorhead and Fargo that have not been explored or have been disregarded by the decision makers, primarily North Dakota leaders.

Richland Wilkin JPA (Joint Powers Agreement)

The Richland Wilkin JPA was formed in opposition to the Fargo Moorhead Dam and FM Diversion, wherein, Fargo, Cass County and the USACE propose to physically invade Richland and Wilkin counties with displaced flood water, in violation of EO 11988 from the natural flood plain adjacent to Fargo, ND. The Fargo Moorhead Dam and Diversion will unconstitutionally deprive property owners of all “economically viable” use of the land.

Jon Evert Comments to the USACE re: Fargo Moorhead Dam and Diversion

…it seems strange that homes and farms that in some cases were established 140+ years ago are not worth saving for historical and cultural purposes if not for the sake of the families that live there. Since our settlements were developed by immigrant populations rather than native populations, does that make their value less significant? Do not our laws protect our heritage, as well? I have hoped that the planners of this Flood Control Project would come to realize that this sacrifice asked of the Comstock-Hickson Communities, the surrounding townships of Holy Cross and Pleasant and the farms and homes on the 54,000 areas to be flooded is more than should be asked of anyone.

The City of Horace hereby reiterates its vigorous opposition to the proposed North Dakota diversion project for all of the reasons originally advanced in correspondence relating to the “DRAFT FEASIBILITYREPORT AND ENVIRONMENTAL IMPACT STATEMENT” dated July 26,2010. None of the original issues have been adequately addressed thereafter.
