The Richland Wilkin Joint Powers Authority, on behalf of its member entities, has voted to timely file to contest the decision of the Minnesota DNR to issue a permit for the Fargo-Moorhead flood diversion project.
As required by Minnesota statute, the Minnesota DNR will notice a contested case trial before the Minnesota Office of Administrative Hearings. Thereafter, the MN DNR will determine whether to issue, deny, or take no action on the proposed permit “as if the previous order had not been made.”
According to Minnesota law, no work governed by the permit may be commenced until completion of the contested case proceeding.

Godspeed to the JPA ! Mn DNR and EQB have been loaded with dam proponents in the interim from Plan A to push this politically expedient decision (i.e. to cheat). Dave
