Moorhead Mayor and FMDA (Fargo Moorhead Diversion Authority) Chair Del Rae Williams presented “Plan B” on April 17, 2018 at the Comstock, MN community center.

Mayor Williams’ greatest achievement, aside from being Moorheads first female mayor, since being elected in 2013 has been parroting Fargo’s development agenda disguised as flood control, rather than building a strong economic future for Moorhead, MN. The recent closure of Sam’s Club, KMart, Family Fare and impending closure of Herberger’s will leave a fiscal shortfall in Moorhead’s sales tax coffers and Fargo is “open for business”.

Misplaced trust in “engineers” that vomit manipulated data and study results, for an FMDA paycheck, which are heavily biased in favor of the FMDA agenda will be the historic cloud that hangs over Mayor Williams’ dismal term as Moorheads mayor.

During the April 17, 2018 meeting in Comstock, MN – Mayor Del Rae Williams had the temerity to regurgitate a talking point scripted by AE2S and other FMDA cronies, in efforts to sell Fargo’s “Plan B”, which is essentially the same plan, with minor tweaks, that was denied a MN DNR permit and received a temporary federal injunction.

What is Moorhead Mayor Del Rae Williams great sin?

She is Fargo’s puppet.

Despite having been corrected in Barnesville, MN at the Buffalo Red River Watershed District weeks early, she recited the very same FMDA misinformation in front of the multi-generational landowners in attendance, that are being affected by Fargo’s repressive development plan disguised as flood control.

Mayor Williams made the statement that the land between Hwy 75 and the Red River always floods.

The fact that she parroted the FMDA “LIE” in front of the landowners, then tried to deny the lie when challenged which drew considerable ire from the crowd in attendance.

To make matters worse, when she was questioned further by area resident Don Nelson – she claimed she has never been told that the land doesn’t flood. Mr Nelson reminded Mayor Williams that he had corrected her weeks before in Barnesville, MN on the very same talking point which drew only a speechless blank stare from Mayor Del Rae Williams.

So to offer some context to matter, the image below was taken by FEMA on March 28, 2009 – the same day the Red River reached it’s highest historical crest at the gage location pictured.

To boldly claim the land between Hwy 75 and the Red River always floods ~ picture evidence clearly refutes that false claim…

Here is a cross section generated with lidar from the International Water Institute of the same location.

This clearly illustrates the land between Hwy 75 and the Red River is considerably higher than the highest crest ever recorded at the Hickson USGS gage, located directly west of Comstock, MN.

Even more duplicitous is Mayor Williams helping promote Fargo’s agenda of moving water from North Dakota areas that currently flood to Minnesota areas that do not flood.

Shame on you, for conspiring against the best interests of residents in Minnesota.
Shame on you, for serving as FMDA Chair and being Fargo’s puppet.
Shame on you, for signing the Project Partnership Agreement (PPA) in July 2016.
Shame on you, for participating in the ground breaking at the inlet.
Shame on you, for defying your own state agencies that denied Fargo’s permit.
Shame on you, for taking an “oath of office” that you defy for Fargo’s benefit.
Shame on you, for being gullible – Fargo’s pawn.
Shame on you, for trying to coerce Gov. Mark Dayton with letters written by your puppet masters.
Shame on you, for ignoring the robust ($114 million) flood protection given to Mhd by MN.
Shame on you, for peddling fear over FEMA flood insurance.
Shame on you, for ignoring that Mhd FEMA policies have dropped from 720 (2012) to 265 (2018).
Shame on you, for helping Fargo and Cass county displace North Dakota water into Minnesota.
Shame on you, for placing blind faith in engineers that have a paid conflict of interest.

Wake up and smell the coffee. Moorhead has awesome flood protection for less than what the FMDA has pumped into the Oxbow, ND boondoggle and member only Country Club.

Just STOP with the blustery of home removals, which is nothing more than a talking point to accommodate a future flood plain created by Fargo’s water displacement. FEMA clearly stated during the Governors Task Force that existing levees can be certified by ANY engineer…, not just the USACE.

Y’know, at the very least Moorhead Mayor Del Rae Williams owes Comstock, MN and other rural Clay County landowners a humbly written apology for her parroting FMDA lies to push the FMDA agenda.

    Not only does the farmland not flood west of highway 75, I can also count approximately 30 farmsteads/farm homes/river homes between Wolverton and Rustad in close proximity to the mighty Red River, that are west of highway 75 and have never flooded.
    Your ignorance of this fact makes me want to vomit.

  2. I am a life-time resident of MN and 11 years of Moorhead – and not once have I been in favor of the Diversion. And I dont believe that MN should put a single penny into the fund. I have seen the land flood year after year. The Diversion is only for Fargo’s benefit. I think it is sad that this continues after the DNR has said no permits. How much more money is going to get spent and put into the wrong pockets after it’s been taken from the people that work the land, small communities, etc.? This is a lake valley, water was once here and here will always rule the area. Concrete and the diversion is just going to cause more problems. Moorhead has great flood protection, we need to think about the people on this side of the river, because ND and Fargo don’t care about us on this side. It is proving time and time again, if they did – they would treat us a equals and not look down their nose at MN. And I am talking in general not personal, because I have family and friends in ND.
