Thanks to an anonymous source from fmdiversion.com, a 161 document being used to peddled Fargo’s “Plan B” has come to light.
Eric Dodds, AE2S, has been identified as a key person involved in drafting the document titled “Property Rights Acquisition and Mitigation Plan v.2” (Download: 17.2 mb) dated March 16, 2018.
Despite dubious claims made on March 20, 2018 in Breckenridge to Wilkin County Commissioners that the “mitigation plan” had been made public, a quick search of the FMDiversion website yielded no search result supporting that claim. To ensure the FMDA doesn’t scramble to cover their tracks ~ here is a dated screenshot of FMDiversion (view screenshot), displaying a September 16, 2016 article containing a link to a September 9, 2016 version of the document which was tied the MN DNR permit denial on October 3, 2016.
In bad faith, Version 2 of the document had not been provided to any opposing stakeholder entity upstream of Fargo, nor did any upstream entity have the opportunity to provide input or participate in what appears to be an orchestrated backstory the Fargo Dam and FM Diversion authority may be using in an attempt to meet Minnesota permit requirements.
It would be naive to believe this 161 page document (Download: 17.2 mb), containing millions of dollars of engineering and hydro-logical modeling, was created between March 8 2018, the last of the meetings facilitated by MN DNR and Commissioner Landwehr, and March 16 2018, the same date the Diversion Authority submitted their new permit application for “Plan B”. No, this is just further proof that Mayor Mahoney and the Army Corps have nothing but contempt for the time and resources Commissioner Landwehr committed to try to foster a permit-able project. Fargo never intended to compromise anything, and were preparing their filings even before the St. Paul meetings began.
