The present plan is unreasonable, immoral and will ultimately be found to be unlawful. Fargo’s present leaders seek Fargo’s own future interests and future growth without regard for, and at the expense of, the rights and property of its neighbors. This is a forced relocation of “several hundreds or thousands” of people. When I asked the panel about giving up our land, homes, everything in exchange for land for Fargo to develop, Dr. Mahoney responded that Fargo had given up many homes for flood protection. Who does the Corps of Engineers answer to?

In face to face meetings, the United States Army Corps of Engineers refuses to provide answers to valid questions from citizens and has attempted to procedure-ally sidestep FOIA – Freedom of Information Act requests. The taxpayers that are expected to shoulder the tax burden for the Fargo-Moorhead Metropolitan Area Flood Risk Management plan need and deserve real answers.

Unequal Protection

Fargo has found a way, with the help of the Corps. By protecting the “natural flood plain” and moving the water south to flood their neighbors, they will have created an area for growth. Their problem is now to make everyone believe their ”flood control plan” is the only way Fargo can have “flood protection” and hide the fact it is crafted to provide for Fargo’s future growth, in reality an economic development based plan.
